At COP28 countries for the first time addressed the massive elephant in the climate room – fossil fuels, albeit in less than fierce wording. This year, in Azerbaijan, attention is being turned to finance. But hopes of raising at least a $1 trillion of climate finance for developing countries look strong on ambition and short on realisation.
