Seychelles awards 4MW floating solar PPP project

The Seychelles Energy Commission has selected a consortium of Quadran, Masdar and Vetiver Tech to build a 4MW floating solar power plant in the lagoon of Providence on the main island of Mahe. A public-private partnership (PPP) concession agreement for the scheme is expected to be signed in the first quarter of 2020. Power will be sold to the Public Utilities Corporation (PUC) for 25 years at a tariff of 9.5 cents/kWh.

The unsuccessful bidding groups for the project were Scatec Solar; Solar Philippines/Corex Solar; Building Energy South Africa/Cobra Instalaciones y Servicios/Generale du Solaire/Total Eren; and GreenYellow/Voltas Ecobiotech. The project is supported by the African Development Bank's (AfDB) African Legal Support Facility (ALSF) as well as the Clinton Foundation and Trinity International LLP. Consulting engineering and design firm Multiconsult Norge advised on operations and tenders.
